Chumbley City Staff• Jon McCarty, City Manager Marty Hendrix, City Secretary The called - special meeting of the Allen City Council was called to order by Mayor Pierson at 7:30 p.m. on Wednesday, June 17, 1981 at Rountree Elementary School, 800 E. Main Street. Mayor Pierson advised the audience that this meeting had been called because the Allen City Council is interested in knowing more about the proposed Wilson Creek Wastewater Treatment Plant project, to be located in the City of Lucas's extraterritorial jurisdiction, and just how the residents of the City of Allen feel about this project. He further advised of the agenda of this meeting and the proceedings to conduct the meeting. Presentation by Representatives of the North Texas Municipal Water District Concerning the Proposed Wilson Creek Treatment Plant (Agenda Item II) Carl Riehn, Executive Director of the North Texas Municipal Water District, spoke before the Council on the history of the North Texas Municipal Water District, advised of all of the member cities and user cities, and of the development of the concept of regional wastewater treatment facilities. He provided an update on the facts relating to the proposed Wilson Creek Wastewater Treatment Plant site, that being the pur- chase of the land by the NTMWD, the development of the Citizens Advisory Committee, the five proposed Alternate Plans A, B, C, D, and E and the cost of each, and the recommendation of the Wilson Creek site (Alternate C) as the proposed location for the regional wastewater treatment plant site. 7L C ALLEN CITY COUNCIL June 17, 1981 Page 2 Presentation by NTMWD (cont'd) (Agenda Item II) Mr. Riehn also presented an aerial photograph of the area bounded by north of F.M. 544, east of U.S. 75, west of Lake Lavon, and south of State Highway 380. He placed an overlay on the photo- graph which showed all of the cities in the vicinity of the proposed wastewater treatment plant, those being Plano, Allen, McKinney, Parker, Lucas, St. Paul, Murphy, Fairview and Wylie. It also indicated the other proposed alternate sites. Mr. Riehn advised that a public hearing on the Wilson Creek site would be held on Friday, June 26, 1981 at 7:30 p.m. at Clark High School in Plano. Appearance by Mayor Gosney of the Citv of Lucas (Agenda Item III) Mayor Milton Gosney, of the City of Lucas, spoke before the Council on the concerns of the Lucas residents and officials on the proposed Wilson Creek site (Alternate C) for a wastewater treat- ment facility adjacent to their community. He further advised that the NTMWD had not communicated with their City officials when the property was purchased, the City of Lucas had not been represented on the Citizens Advisory Committee, the City of Lucas would not be using the wastewater treatment facility, and the opinion that cities should provide their own wastewater treatment facilities. He futher asked that the City Council of Allen express their opposition to the Wilson Creek site as the proposed location for the regional wastewater treatment facility. Forum to Allow Allen Residents to Address the Council on the Proposed Treatment Plant (Agenda Item IV) The following Allen residents spoke before the Council in opposition and/or asked questions pertaining to the Wilson Creek site as the proposed location for a regional wastewater treatment facility: Terry Atwell, 400 Federal Drive Rony Holter, 1004 Candlewood Drive Melissa Collins, 400 Daisy David Morgan, 908 Hawthorne Neal Sperry, a representative to the Citizens Advisory Com- mittee, also spoke before the Council on the fact that he felt a regional plant was not the best policy at this time and further indicated that he felt the proposed "Alternate C" plan would be costly to the City of Allen. He indicated also that at the Public Hearing to be held on June 26, 1981, he would propose some alternate ' solutions to the controversial site of Wilson Creek. 77 ALLEN CITY COUNCIL June 17, 1981 Page 3 Forum of Allen Residents to Address the Council on Proposed Treatment Plant (cont'd) (Agenda Item IV) The Council discussed the cost of the site purchased by the NTMWD, the cost of lift stations and the cost of piping to the pro- posed site, the growth potential for the communities in this area in the next five years and the wastewater facilities that are needed to serve them, the cost of the other proposed alternate sites, and the next step to be taken by the NTMWD in connection with this project, that being to apply for a permit. There was no action taken at this meeting. Upon a motion made by Councilman Daugherty and seconded by Councilman Andrew, the Council voted 7 - 0 to adjourn the called - special meeting at 10:10 p.m. These minutes approved the 2nd day of JULY 1981.
